Julian Blum is a specialist in international relations and strategic affairs. He currently serves
as European Influence Advisor at the Haut-Commissariat à la stratégie et au plan in
Brussels, Belgium. He previously worked as a chargé de mission at the French Embassy in
the United States, where he conducted in-depth analysis of the American strategic
environment and closely examined the dynamics of the U.S. strategic community and its
approaches to global influence. He is also a research fellow at the International Observatory
of the Jean-Jaurès Foundation, which published his academic work on the history of
technology policy through the University Press of Rennes. He holds degrees from the
University of Oxford and Sciences Po.
Zeynep Citil holds a Bachelor’s degree in Social Sciences from Panthéon-Sorbonne
University. She is currently pursuing a Master’s degree in Geopolitics of Culture at
Sorbonne Nouvelle University where she focuses on the intersection between cultural
dynamics, ethics, and international policy-making. She previously served as Head of
Communications at the Association des Droits Humains, contributing to advocacy strategies
and public engagement initiatives focused on human rights. She specializes in journalistic
analysis of global political developments, with particular attention to how states shape their
policies in response to cultural and ethical concerns. She currently writes analytical articles
for the PulseZ platform, contributing in-depth perspectives on geopolitics, cultural policy, and
contemporary global challenges.
