Diplomas and certificates issued for studies completed in Romania will now include the qualification level from the moment they are awarded. This change aims to eliminate the need for additional equivalency procedures when Romanian citizens seek employment in other EU countries.
The Ministry of Education has standardized all diplomas and certificates granted in Romania—whether through formal, non-formal, informal education, or professional training programs. From now on, each diploma will clearly state the qualification level.
A recently adopted Government Decision establishes eight distinct qualification levels. With this new system, young Romanians presenting their diplomas in any EU member state will no longer need to provide extra documentation or evidence of their qualifications.
“This will significantly simplify access to the labor market,” explained Minister of Education Daniel David.
He added that the reform “will help Romanians who wish to work in European countries integrate more easily into the labor force, eliminating the burdensome bureaucracy of certifications, re-certifications, and study confirmations. It’s a targeted regulation with a broad social impact.”
This legislative update aligns with the European Commission’s policy on a “Union of Skills”—a unified framework for recognizing competencies and abilities across member states.
The inclusion of qualification levels on diplomas will begin with the new academic year.
