At the European level, states that have introduced a &#8220;Pet Ownership License&#8221; or mandatory courses before purchasing an animal (such as in certain cantons in Switzerland or states in Germany) have much lower abandonment rates. In Romania, the vicious cycle can only be broken through three pillars: mandatory sterilization, school education about empathy toward animals, and harsh sanctions applied to those who treat life as a disposable accessory. Until the animal is viewed legally and socially as a being with rights, the streets will remain full of &#8220;surplus souls.&#8221;<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Romania: The epicenter of abandonment and the challenge of canine population management<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While the rest of Europe struggles with &#8220;holiday abandonment,&#8221; in Romania the phenomenon is structural, fueled by the lack of mass sterilization and a culture of irresponsible ownership, especially in rural and peri-urban areas.<\/span><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"font-weight: 400;\"><b>Deficient sterilization rate<\/b><span style=\"font-weight: 400;\">: Although Romanian law obliges owners of mixed-breed dogs to sterilize their animals, <\/span><a href=\"https:\/\/www.ansvsa.ro\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">the compliance rate in rural areas remains below 35%<\/span><\/a><span style=\"font-weight: 400;\">, leading to thousands of puppies abandoned every spring and autumn in fields or by the roadside.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Overcrowding of shelters<\/b><span style=\"font-weight: 400;\">: <\/span><a href=\"https:\/\/www.google.com\/search?q=http:\/\/www.fpam.ro\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Public shelters in Romania report<\/span><\/a><span style=\"font-weight: 400;\"> an occupancy rate of over 115%, many of them operating at the limit of subsistence and depending almost exclusively on donations from international associations for food and treatments.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Legislative framework and law enforcement<\/b><span style=\"font-weight: 400;\">: <\/span><a href=\"https:\/\/www.politiaromana.ro\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Although the fine for abandoning an animal can reach up to 12,000 lei<\/span><\/a><span style=\"font-weight: 400;\">, the number of sanctions actually applied by the Animal Police remains low due to the difficulty of identifying the owner in the absence of a microchip.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Export of suffering<\/b><span style=\"font-weight: 400;\">:<\/span><a href=\"https:\/\/www.eurogroupforanimals.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\"> Romania remains one of the main &#8220;exporters&#8221; of dogs for international adoption<\/span><\/a><span style=\"font-weight: 400;\"> to countries such as Germany, Great Britain, or the Netherlands, with thousands of Romanian dogs saved annually by foreign NGOs.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><b>A problem of education, not just infrastructure<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The major difference between Romania and Western European states lies not only in the number of shelters but in the perception of the animal as an &#8220;object&#8221; versus a &#8220;family member.&#8221; In Romania, abandonment is often seen as a management solution for one&#8217;s own household, not as a crime. Until school education programs include modules on empathy and responsibility toward living beings, and until city halls massively subsidize free sterilization for owned animals in disadvantaged areas, Romania will continue to be the &#8220;black spot&#8221; on the animal protection map in Europe.
