For many, this means facing persistent barriers to exercising basic rights, from access to education and employment, to healthcare and participation in cultural life.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The numbers speak for themselves. Nearly half of all people with disabilities report experiencing discrimination. One in five young adults aged 20 to 26 is unemployed. Almost one in three lives at risk of poverty or social exclusion. Meanwhile, disabled students drop out of school at twice the rate of their non-disabled peers.<\/span><\/p>\n<p><span style=\"font-weight: 400\">To address these inequalities, the European Commission launched the <\/span><a href=\"https:\/\/op.europa.eu\/en\/publication-detail\/-\/publication\/3e1e2228-7c97-11eb-9ac9-01aa75ed71a1\/language-en\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400\">Strategy for the rights of persons with disabilities 2021-2030<\/span><\/i><\/a><span style=\"font-weight: 400\">, laying out a roadmap for a more inclusive Europe. A central part of this strategy is the introduction of two EU-wide documents: the <\/span><a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/policies\/justice-and-fundamental-rights\/disability\/union-equality-strategy-rights-persons-disabilities-2021-2030\/european-disability-card-and-european-parking-card-persons-disabilities_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">European Disability Card and the European Parking Card for Persons with Disabilities<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p> A Document That Opens Doors <\/p>\n<p><span style=\"font-weight: 400\">Currently, all 27 Member States have their own systems for assessing disability and issuing corresponding identification. However, these national documents are rarely recognised across borders. The new <\/span><b>European Disability Card<\/b><span style=\"font-weight: 400\"> is designed to change that. It will serve as a common, EU-wide proof of disability status \u2014 complementing, not replacing, existing national cards.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Available in both physical and digital formats, the card aims to facilitate cross-border travel and ensure equal access to benefits and services in other Member States \u2014 so that EU citizens with disabilities are treated like locals, no matter where they go.<\/span><\/p>\n<p> Parking Card: One Format, Shared Rights <\/p>\n<p><span style=\"font-weight: 400\">The second pillar of the initiative is the <\/span><b>European Parking Card for Persons with Disabilities<\/b><span style=\"font-weight: 400\">, which will replace existing national cards entirely. Introducing a uniform format across the EU is expected to eliminate current inconsistencies and confusion surrounding parking rights.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The new card will guarantee access to designated parking spaces, extended parking times, preferential rates, and entry to low-emission or restricted-traffic zones. In practical terms, this means more freedom and autonomy for people with disabilities \u2014 regardless of where they live or travel within the EU.<\/span><\/p>\n<p> Concrete Benefits: Discounts, Access, and Support <\/p>\n<p><span style=\"font-weight: 400\">Both cards are intended to bring tangible improvements to daily life. Cardholders can expect a range of benefits, including:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Free or discounted entry to cultural and sporting events<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Priority access and shorter waiting times<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Right to personal assistance<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Permission to bring assistance dogs<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Availability of audio and visual guides<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Mobility support services<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Extended or specially marked parking spaces<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Easier access to restricted traffic zones<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">The cards will be issued by national authorities, which will also define the eligibility criteria. According to the European Commission, the cards are expected to be available by 2028. In the meantime, Member States are preparing the necessary legal and administrative frameworks to ensure a smooth rollout.<\/span><\/p>\n<p> Strong Strategy, Broad Perspective <\/p>\n<p><span style=\"font-weight: 400\">The concept of charters is just one of many elements of the EU&#8217;s equality strategy. The new decade of action aims to ensure that people with disabilities can participate fully in society &#8211; regardless of gender, age, ethnicity, religion or sexual orientation.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The strategy builds on the <\/span><a href=\"https:\/\/www.un.org\/disabilities\/documents\/convention\/convoptprot-e.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">UN Convention on the Rights of Persons with Disabilities<\/span><\/a><span style=\"font-weight: 400\"> and includes people with both visible and invisible disabilities &#8211; from physical to sensory and intellectual. It also takes into account the risk of multiple discrimination faced, for example, by women, refugees, older people or children with disabilities.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Its objectives are clearly defined:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">to guarantee equal opportunities and access to education, employment, health services and justice;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">enabling people to decide where and how they want to live;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">eliminating infrastructural and social barriers;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">promoting self-reliance and de-institutionalisation;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">strengthening the EU&#8217;s role as a global leader on the rights of people with disabilities.<\/span><\/li>\n<\/ul>\n<p> Flagship Initiatives \u2013 From Vision to Action <\/p>\n<p><span style=\"font-weight: 400\">The EU Disability Strategy sets out a series of flagship projects designed to bring about real, tangible change:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><a href=\"https:\/\/accessible-eu-centre.ec.europa.eu\/index_en\" target=\"_blank\" rel=\"noopener\"><b>AccessibleEU<\/b><\/a><span style=\"font-weight: 400\"> \u2013 A knowledge hub for accessibility standards and best practices, operational since late 2022.<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400\"><a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/policies\/justice-and-fundamental-rights\/disability\/union-equality-strategy-rights-persons-disabilities-2021-2030\/european-disability-card-and-european-parking-card-persons-disabilities_en\" target=\"_blank\" rel=\"noopener\"><b>European Disability Card<\/b><\/a><span style=\"font-weight: 400\"> \u2013 A unified card to be implemented across all EU member states (initiative launched in 2023).<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400\"><a href=\"https:\/\/employment-social-affairs.ec.europa.eu\/news\/commission-adopts-guidance-independent-living-persons-disabilities-2024-11-20_en\" target=\"_blank\" rel=\"noopener\"><b>Guidelines on Independent Living<\/b><\/a><span style=\"font-weight: 400\"> \u2013 Aimed at improving housing and support within local communities (2023).<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400\"><a href=\"https:\/\/employment-social-affairs.ec.europa.eu\/policies-and-activities\/social-protection-social-inclusion\/addressing-poverty-and-supporting-social-inclusion\/active-inclusion\/access-high-quality-social-services_en\" target=\"_blank\" rel=\"noopener\"><b>High-Quality Social Services Programme<\/b><\/a><span style=\"font-weight: 400\"> \u2013 Targeted support for persons with disabilities (2024).<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400\"><a href=\"https:\/\/employment-social-affairs.ec.europa.eu\/policies-and-activities\/eu-employment-policies\/youth-employment-support_en\" target=\"_blank\" rel=\"noopener\"><b>Employment Support Package<\/b> <\/a><span style=\"font-weight: 400\">\u2013 An initiative to improve job market inclusion (launched in the second half of 2022).<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400\"><a href=\"https:\/\/ec.europa.eu\/transparency\/expert-groups-register\/screen\/expert-groups\/consult?lang=en&amp;groupID=3820\" target=\"_blank\" rel=\"noopener\"><b>Disability Platform<\/b><\/a><span style=\"font-weight: 400\"> \u2013 A collaborative network connecting EU member states, NGOs, and the European Commission.<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><\/li>\n<\/ul>\n<p><a href=\"https:\/\/commission.europa.eu\/document\/download\/3d1dc4df-7995-44b8-bf08-396930fb8c9d_en?filename=C-2022-2229-EN.pdf\" target=\"_blank\" rel=\"noopener\"><b>New EC Human Resources Strategy<\/b><\/a><span style=\"font-weight: 400\"> \u2013 Measures to foster diversity and inclusion of people with disabilities within EU institutions.<\/span><\/p>\n<p> Towards a Barrier-Free Europe <\/p>\n<p><span style=\"font-weight: 400\">The European Union is actively pursuing a barrier-free Europe, grounded in close collaboration between the European Commission and its Member States. This strategy necessitates Member States&#8217; active participation in developing national action plans aligned with the UN Convention. Brussels sets the overall direction while expecting concrete actions from all involved nations.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Through new charters and numerous initiatives, the EU is progressing towards ensuring that all citizens, irrespective of the extent of their disability, can live without limitations.
