Cooperation with non\u2011EU countries, victim support, tackling digital threats, and synchronizing law enforcement are key pillars of this expanding strategy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The EU\u2019s 2021\u20132025 Strategy on Combatting Human Trafficking\u2014revised in July 2024\u2014introduced tougher criminal penalties, stronger investigative tools, and expanded victim support mechanisms. These reforms are coordinated by the <\/span><a href=\"https:\/\/home-affairs.ec.europa.eu\/news\/emn-study-outlines-efforts-combat-trafficking-human-beings-2025-07-16_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">EU Anti\u2011Trafficking Coordinator (ATC)<\/span><\/a><span style=\"font-weight: 400;\">, ensuring alignment between national, regional, and international efforts.<\/span><\/p>\n<p> Diverse National Approaches, Common Goals <\/p>\n<p><span style=\"font-weight: 400;\">An <\/span><a href=\"https:\/\/home-affairs.ec.europa.eu\/networks\/european-migration-network-emn_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">European Migration Network (EMN)<\/span><\/a><span style=\"font-weight: 400;\"> review across 25 countries shows that anti-trafficking efforts are often embedded in broader migration, asylum, or organised-crime strategies rather than run as standalone programs. Many national initiatives focus on high-risk regions, specific third countries, or particular migrant groups.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Most EU countries work with international bodies like the <\/span><a href=\"https:\/\/www.iom.int\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">International Organization for Migration<\/span><\/a><span style=\"font-weight: 400;\"> and NGOs, supported by both national and EU funds, in delivering awareness\u2011raising, victim support, and prevention programs.<\/span><\/p>\n<p> Victim Support &#038; Prevention: Beyond Awareness <\/p>\n<p><span style=\"font-weight: 400;\">Thirteen EMN countries flagged effective prevention campaigns, many carried out in cooperation with origin countries of potential victims. Other notable measures include mentoring and training police, setting up dedicated investigative units, victim support networks, and deploying liaison officers in partner countries.<\/span><\/p>\n<p> Operational Collaboration: EMPACT, Europol, Frontex <\/p>\n<p><span style=\"font-weight: 400;\">Operational EU agencies\u2014<\/span><a href=\"https:\/\/www.europol.europa.eu\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Europol<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.frontex.europa.eu\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Frontex<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.eurojust.europa.eu\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Eurojust<\/span><\/a><span style=\"font-weight: 400;\">\u2014play a key role in anti\u2011trafficking efforts. Eleven EMN countries reported active involvement in initiatives coordinated by these agencies. Strategic operations are supported through <\/span><a href=\"https:\/\/home-affairs.ec.europa.eu\/policies\/internal-security\/law-enforcement-cooperation\/empact-fighting-crime-together_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">EMPACT<\/span><\/a><span style=\"font-weight: 400;\">, the European multidisciplinary platform against criminal threats.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The European Commission also funds development projects in third countries, tackling justice issues, digital risks, and financial flows linked to trafficking. In November 2023, the Commission proposed new legislation to combat facilitation of illegal entry and enhance EU-wide police coordination, both still under negotiation.<\/span><\/p>\n<p> Geographic Focus &#038; International Partnerships <\/p>\n<p><span style=\"font-weight: 400;\">Nine EMN countries (plus Serbia and Georgia) have formal partnerships with third nations, while others rely on ad hoc cooperation. Key regions targeted for support include the Sahel, Horn of Africa, North Africa, Eastern Europe, and the Western Balkans\u2014areas known as trafficking routes or outlying source zones.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The EU acts as a broker, facilitating dialogue, institutional reform, and local anti\u2011trafficking programs through neighborhood, development, and security policies.<\/span><\/p>\n<p> Obstacles &#038; Emerging Threats <\/p>\n<p><span style=\"font-weight: 400;\">Despite stronger engagement, EMN countries report persistent challenges: uneven law enforcement, poor victim identification, limited international cooperation mechanisms, and low trust between partners. The COVID\u201119 pandemic accelerated trafficking via digital channels, making it harder to detect and manage.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cross-cultural and systemic differences complicate joint investigations and evidence sharing. Many respondents stressed a need to build trust and transparency in international cooperation frameworks.<\/span><\/p>\n<h3><b>Looking Ahead: A New Strategic Generation<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">In reaction to evolving threats, several EMN countries are updating or drafting new strategic plans\u2014this time embedding an international dimension from the outset.
