Commission President Ursula von der Leyen <a href=\"https:\/\/www.eeas.europa.eu\/delegations\/t%C3%BCrkiye\/commission-proposes-plan-protect-eu-steel-industry-unfair-impacts-global-overcapacity_en\" target=\"_blank\" rel=\"noopener\">emphasizes<\/a> the strategic importance of EU steel:<\/p>\n<p data-start=\"1229\" data-end=\"1395\">\u201cA strong, decarbonized steel sector is vital for the competitiveness of the European Union, economic security, and strategic production autonomy. We must act now.\u201d<\/p>\n<p data-start=\"1397\" data-end=\"1554\">The Commission\u2019s measures are designed to protect EU steel producers from overproduction, especially from China, and from indirect effects of U.S. tariffs.<\/p>\n<h3 data-start=\"1556\" data-end=\"1584\">New Quotas and Tariffs<\/h3>\n<p data-start=\"1586\" data-end=\"1816\">Under the proposals, import quotas could drop to just 13% of the EU steel market, <a href=\"https:\/\/www.argusmedia.com\/en\/news-and-insights\/latest-market-news\/2739205-key-eu-steel-imports-could-drop-by-over-30pc\" target=\"_blank\" rel=\"noopener\">equating<\/a> to around 18.3 million tons annually. This represents a reduction of over 30% in major steel product categories compared to recent years.<\/p>\n<p data-start=\"1818\" data-end=\"1951\">Imports exceeding the new quotas would face a 50% tariff, up from the current 25% under the existing quota and anti-dumping system.<\/p>\n<h3 data-start=\"1953\" data-end=\"1997\">The Controversial \u201cMelt and Pour\u201d Rule<\/h3>\n<p data-start=\"1999\" data-end=\"2271\">Another source of concern is the \u201cmelt and pour\u201d requirement, which obliges importers to specify where the steel was melted and cast.
