Yet, for many people living outside urban centers, getting around remains a daily struggle. In rural areas across Europe, mobility is not a right \u2014 it\u2019s often a luxury.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lack of access to public transport means people rely on private cars to reach essential services like healthcare, education, or work. This car dependency creates structural problems: rising CO\u2082 emissions, shrinking rural populations, and barriers to developing eco-friendly tourism. Those hit hardest? Young people, the elderly, and lower-income households.<\/span><\/p>\n<h3><b>SMARTA-NET: a smart move for rural transport<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">In response to these challenges, the <a href=\"https:\/\/www.smarta-net.eu\/\" target=\"_blank\" rel=\"noopener\">SMARTA-NET<\/a> project was launched (2022\u20132024) as part of the EU\u2019s wider efforts to strengthen sustainable rural mobility. The project resulted in four advisory reports, aiming to equip local and regional policymakers with actionable, eco-conscious strategies.<\/span><\/p>\n<h3><b>Can rural areas be part of the public transport network?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The first report, <\/span><a href=\"https:\/\/www.smarta-net.eu\/solutions\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Rural Shared Mobility Solutions<\/span><\/a><span style=\"font-weight: 400;\">, presents over 30 practical models \u2014 from scheduling apps to integrated ticketing systems \u2014 showing that it\u2019s possible to connect rural services with regional public transport.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But one big question looms: c<\/span><span style=\"font-weight: 400;\">an these solutions last beyond pilot projects, once the EU funding dries up? Without long-term financial support, can local governments afford to maintain these services?<\/span><\/p>\n<h3><b>Let\u2019s talk about money \u2013 because that\u2019s the real challenge<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The second report, <\/span><span style=\"font-weight: 400;\">Funding Rural Mobility<\/span><span style=\"font-weight: 400;\">, tackles the elephant in the room: how to pay for it all.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It advocates for hybrid funding models, combining EU and national funds, private investment, and grassroots initiatives like community budgets or microgrants. Public-private partnerships could also be key.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But is this patchwork approach stable enough? Or should the EU consider a dedicated rural mobility fund in its long-term financial framework?<\/span><\/p>\n<p> Are rural needs missing from urban mobility plans? <\/p>\n<p><span style=\"font-weight: 400;\">The third report, <\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/transport.ec.europa.eu\/news-events\/news\/commission-publishes-new-guidance-sustainable-rural-mobility-and-ecotourism-2025-07-30_en\" target=\"_blank\" rel=\"noopener\">Integrating Rural Mobility into Sustainable Urban Mobility Plans<\/a> (SUMP)<\/span><span style=\"font-weight: 400;\">, highlights a planning gap. SUMPs were designed to improve city transport but often ignore those who live outside city limits but commute daily.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">SMARTA-NET suggests fully incorporating rural transport data into the planning process \u2014 benefitting both city and countryside.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> But are guidelines enough to shift long-standing planning habits? Or is a deeper change in mindset needed?<\/span><\/p>\n<p> Eco-tourism can\u2019t run on cars alone <\/p>\n<p><span style=\"font-weight: 400;\">The fourth report, <\/span><a href=\"https:\/\/transport.ec.europa.eu\/news-events\/news\/commission-publishes-new-guidance-sustainable-rural-mobility-and-ecotourism-2025-07-30_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Sustainable Mobility in Rural Tourism Regions<\/span><\/a><span style=\"font-weight: 400;\">, focuses on tourists \u2014 and how they get around. It emphasizes the need for clear, accessible travel information and intermodal options, like mixing hiking, biking, buses, and trains in one seamless journey.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Right now, tourists often rely on cars \u2014 especially in remote nature destinations \u2014 which creates environmental pressure. But will tourists ditch their cars for a better website or an info campaign, especially if the nearest train station is 30 km away?<\/span><\/p>\n<p> Building a rural mobility network that lasts <\/p>\n<p><span style=\"font-weight: 400;\">Beyond the reports, SMARTA-NET launched the <a href=\"https:\/\/www.smarta-net.eu\/ermn\/\" target=\"_blank\" rel=\"noopener\">European Rural Mobility Network (ERMN)<\/a> \u2014 a first-of-its-kind platform uniting municipalities, development agencies, and NGOs. Four in-person meetings, online webinars, and custom training sessions in 14 EU countries helped build local know-how and connect stakeholders.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But here\u2019s the big question: n<\/span><span style=\"font-weight: 400;\">ow that SMARTA-NET is ending, will EU or national institutions maintain this collaboration infrastructure? Can platforms like ERMN become lasting advisory bodies, or will they fade into one-off success stories?<\/span><\/p>\n<p> A low-emission countryside: vision or illusion? <\/p>\n<p><span style=\"font-weight: 400;\">SMARTA-NET aligns with the <a href=\"https:\/\/www.fao.org\/family-farming\/detail\/en\/c\/1414177\/\" target=\"_blank\" rel=\"noopener\">EU\u2019s Long-Term Vision for Rural Areas<\/a>, which aims to build strong, resilient, and connected communities by 2040. It also supports the goals of the European Green Deal by pushing for lower emissions and reduced fossil fuel use.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The direction is right. But without institutional and financial commitment, even the best strategies could become just another PDF buried in a digital archive. If the EU truly wants a sustainable, connected countryside, it will take more than ideas \u2014 it will take action.<\/span><\/p>\n<p><b>Bottom line?<\/b><b><br \/>\n<\/b><span style=\"font-weight: 400;\"> For young Europeans dreaming of a greener, more connected future, rural mobility isn\u2019t a side issue.
