A decision by the Department of Homeland Security (DHS)\u00a0 to revoke certification for the \u201cStudent and Exchange Visitor Program\u201d (SEVP) means that the university can no longer admit new international students. At the same time, President Trump has suspended\u2014for an initial period of six months\u2014the entry of foreigners wishing to study or participate in academic exchange programs at Harvard. This decision is to be implemented immediately, with the suspension period subject to extension.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Moreover, current international students may be forced to transfer or leave the country, threatening the legal status of up to 6,800 individuals\u2014about 27% of Harvard\u2019s academic community.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The administration justifies its actions with national security concerns, <\/span><a href=\"https:\/\/www.reuters.com\/world\/us\/trump-signs-proclamation-restrict-student-visas-harvard-2025-06-05\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">citing<\/span><\/a><span style=\"font-weight: 400;\"> \u201cHarvard\u2019s extensive ties to foreign adversaries\u201d and accusing the university of \u201cpromoting radicalism and collaborating with foreign governments, including China.\u201d The presidential decree refers to FBI warnings about foreign nations exploiting the U.S. higher education system to steal technology, conduct espionage, and spread disinformation.<\/span><\/p>\n<h3><b>Accusations and Harvard\u2019s Response<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">DHS Secretary <strong>Kristi Noem <\/strong><\/span><a href=\"https:\/\/www.reuters.com\/world\/us\/harvard-sues-trump-administration-blocking-enrollment-foreign-students-2025-05-23\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">accused<\/span><\/a><span style=\"font-weight: 400;\"> Harvard of \u201cpromoting violence, antisemitism, and collaborating with the Chinese Communist Party.\u201d As part of emergency measures, the federal government demanded personal data on foreign students participating in campus protests\u2014within 72 hours.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In response, Harvard President Professor <strong>Alan Garber<\/strong> strongly condemned the federal government\u2019s actions, calling them \u201cunlawful, politically motivated, and in violation of the U.S. Constitution.\u201d He emphasized that international students are a cornerstone of the university\u2019s mission as a global center of knowledge, diversity, and dialogue. Consequently, Harvard filed a lawsuit against the Trump administration, seeking to protect its students.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to <\/span><a href=\"https:\/\/www.reuters.com\/world\/us\/harvard-sues-trump-administration-blocking-enrollment-foreign-students-2025-05-23\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">data<\/span><\/a><span style=\"font-weight: 400;\"> from fall of the previous year, around 20% of Harvard\u2019s international students come from China, 11% from India, 4% each from South Korea and the United Kingdom, with the remaining students representing nearly every corner of the world\u2014from Latin America to Africa and the Middle East. This diversity has long driven innovation, interdisciplinary projects, and international academic cooperation.<\/span><\/p>\n<h3><b>Faculty Exodus<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The crisis affects not only students but also faculty, who have begun leaving Harvard. Among the most notable cases is <strong>Professor Charles M. Lieber<\/strong>, former head of the chemistry department, who, after being convicted for concealing ties to China, took up a prestigious post at Tsinghua Shenzhen International Graduate School. Similarly,<strong> Professor Shing-Tung Yau<\/strong>\u2014renowned mathematician and Fields Medalist\u2014left in 2022 to establish a research center at Tsinghua University.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><strong>Professor John Quelch<\/strong>, a respected expert in management and public health, also assumed the role of vice chancellor at Duke Kunshan University in China in 2023. These departures are not isolated incidents but part of a broader trend\u2014growing appeal of Asian universities, which offer better financial conditions and greater academic freedom in contrast to the increasingly politicized environment in the United States.<\/span><\/p>\n<p> Legacy and Prestige at Risk <\/p>\n<p><span style=\"font-weight: 400;\">Harvard, a cradle of global leadership for nearly 400 years, now faces a profound identity crisis. Among its <\/span><a href=\"https:\/\/www.reuters.com\/world\/us\/world-leaders-who-studied-harvard-2025-05-23\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">alumni<\/span><\/a><span style=\"font-weight: 400;\"> are leaders such as:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\"><strong>Kyriakos Mitsotakis<\/strong> (Prime Minister of Greece), <\/span><\/li>\n<li><span style=\"font-weight: 400;\"><strong>Mary Robinson<\/strong> (former President of Ireland), <\/span><\/li>\n<li><span style=\"font-weight: 400;\"><strong>Maia Sandu<\/strong> (President of Moldova), <\/span><\/li>\n<li><span style=\"font-weight: 400;\"><strong>Lawrence Wong<\/strong> (Prime Minister of Singapore),\u00a0 <\/span><\/li>\n<li><span style=\"font-weight: 400;\"><strong>Mark Carney<\/strong> (Prime Minister of Canada).<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Current U.S. policy on higher education may hinder the university\u2019s ability to train future leaders. The loss of international students, faculty departures, and reputational damage are weakening not only Harvard but also the U.S.\u2019s standing as a global hub of innovation and academic values.<\/span><\/p>\n<p>  Is there a chance for EU? <\/p>\n<p><span style=\"font-weight: 400;\">China, India, and European academic institutions are benefiting from this crisis, attracting top-tier scholars and students who previously chose the U.S. This shift could lead to a lasting realignment of power in global science and education. America\u2019s soft power\u2014rooted in education and culture\u2014may be significantly eroded.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the face of a deepening crisis, Harvard has taken legal action against the DHS decision, citing constitutional guarantees of academic autonomy and the right to education.
