Secretary-General Ant\u00f3nio Guterres pointed out that the liquidity crisis stems from more than $1.5 billion in unpaid member contributions.<\/p>\n<p data-start=\"628\" data-end=\"767\">\u201cOur race toward bankruptcy is not an exaggeration \u2014 member states\u2019 arrears are genuinely threatening our ability to operate,\u201d <a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/statements\/2025-12-01\/secretary-generals-remarks-the-fifth-committee-the-revised-estimates-un80-relating-the-proposed-programme-budget-for-2026-and-the-support-account-for-20252026\" target=\"_blank\" rel=\"noopener\">he stressed<\/a>.<\/p>\n<p data-start=\"769\" data-end=\"937\">The United States remains the largest defaulter, accounting for 22% of the budget and frequently delaying payments of hundreds of millions of dollars in recent years.<\/p>\n<p data-start=\"939\" data-end=\"1239\">The proposed reduction would lower the core budget to about $3.238 billion, down from the current $3.7 billion. Cuts would affect UN activities outside peacekeeping missions, including political affairs, disarmament, economic and social programs, human rights, communications, and support services.<\/p>\n<h3 data-start=\"1241\" data-end=\"1433\"><strong data-start=\"1241\" data-end=\"1270\">Thousands of jobs at risk<\/strong><\/h3>\n<p data-start=\"1241\" data-end=\"1433\">The cash crisis mainly comes from unpaid mandatory contributions, totaling around $1.6 billion, including several hundred million overdue from previous years.<\/p>\n<p data-start=\"1435\" data-end=\"1702\">Beyond the core budget, the UN is also reducing spending on peace operations. Officials warn that about a quarter of personnel could be cut in nine missions.
